year with the option to renew/extend for 2 more years   based on the performance.  Probation period of 12 months.

REQUIREMENTS:

  • A relevant recognized Bachelor’s Degree/National Diploma in infrastructure and maintenance and a minimum of 5 years’ work experience in infrastructure and maintenance of which 2 years must be at supervisory level.
  • Critical thinking and problem-solving skills Knowledge and understanding of PFMA as well as Building Regulations
  • Good financial and budget skills
  • Experience in utilizing project equipment and keeping them safe
  • Expertise in executing what the project requires
  • Risk management experience in project management
  • Comprehensive knowledge of important elements of project management, i.e. the project description, the project span, quality, needed resources, possible risk, relevant regulations and guidelines, most viable options, relevant tools, and methods available for execution
  • Sound analytical skills with good communication, both written and verbal
  • Computer literacy
  • A valid driver’s license

RESPONSIBILITIES: 

  • Manage different tasks in the quest of completing a project/job package
  • Responsible for the flow of information from the college level project owner (the organizational point where the service/project is requested) to the team regarding the project
  • Spell out rules and standard of the regulatory agencies to the working team
  • Make provisions for the progress of the project
  • Make the arrangement for projects documentation on the recommendation and specification of the Department and insure that specifications are met
  • Ensure that the procedure, rules, regulations, and promulgated laws governing project management are well adhered to
  • Meet with the team and ensure that each member is given an opportunity to make suggestions regarding the execution of the project
  • Make arrangement for the project completion based on specifications of the project owner
  • Put a proficient team together to achieve the purpose of the work in a changing circumstance and fixed circumstance, and in a responsive circumstance using leadership and management expertise
  • Plan, commence, execute, supervise, and roundup assigned projects
  • Suggest strategies of achieving the project goals to the owner
  • Audit the work of clients to ensure quality control and value for money on building projects
  • Visit building sites to monitor progress and perform financial control and other related duties.

REQUIREMENTS:

  • Grade 12 or N3 and qualified as a Bricklayer with trade test passed.
  • Appropriate artisan experience as a Bricklayer in industry with specific experience in the following areas:  Plan and prepare a building site, interpret building drawings, determine and transfer of levels, work with the levelling instrument, lay of brick walls foundation brickwork, brick wall with steel door frame, steel window frame and sill, cavity wall with wooden door frame and steel window frame, flat semi-circular and segmental arch decorative brickwork, brick-on-edge, brick piers, block wall with wooden door frame and steel window frame, plaster a blank wall, plaster door and window openings, plaster a curved wall, plaster a recessed arch, circular column and concrete  ceiling.
  • Education, Training and Development Practice (ETDP) or related qualification.
  • Qualification as a registered Assessor and/or Moderator for the Bricklaying trade will be an added advantage.
  • 2 years or more training/workshop mentoring experience will be an added advantage.
  • Registered with SACE will be an added advantage     

SKILLS SET:                  

  • The preferred candidate will have knowledge of the Bricklaying industry, the legislative and regulatory environment, as well as knowledge of and experience in implementing Occupational Health and Safety regulations and requirements.
  • Good verbal and written communication skills, including presentation or lecturing and report writing skills.
  • He/she will have planning and organizing skills, including lesson planning skills, analytical skills, conceptual ability and the ability to assess apprentices.
  • Computer literacy in MicroSoft Suite
  • A Valid Driver’s license.
  • The preferred candidate will have the ability to take on a leadership and mentorship role, will be focused on customer service, be disciplined and professional and will have excellent interpersonal skills.
  • He/she will be focused on his/her own continuous professional development.

CONDITIONS OF SERVICE:
In additional to the salary package above, the Facilitators will be expected to adhere to the following:

  • 40 hours work per week.
  • Minimum of 21 working days annual leave per annum.

DUTIES:
The incumbent will be responsible for:

  • Providing theoretical and practical training applicable to the Bricklaying trade, and according to predetermined curriculums and lesson frameworks.
  • Asses and/or moderate theoretical and practical competencies of apprentices in the programmes against pre-determined requirements.
  • Ensure that training equipment, workshops and related resources are available and in working order, and conduct regular inventory control.
  • Perform administrative and management functions, including preparing and submitting reports to relevant authorities, preparation of training registers, preparation and completion of apprentice files, and any other administration required by oversight bodies.
  • Attend industry and training workshops, as well as any other prescribed training to ensure own continues professional development.
  • Ensure training environment and activities are compliant to all safety, health and environmental requirements.
  • Plan delivery of the occupational qualification in such a way that the apprentices are prepared to complete and pass the relevant assessment and trade test.
  • Manage the scheduling of apprentice for theory and industry placement/practical components of the programme.

MINIMUM REQUIREMENTS:
 

  • An appropriate Bachelor’s Degree/National Diploma/NQF Level 6 in Human Resource Management/Public Administration or equivalent qualification, as recommended by SAQA.
  • A minimum of 5-7 years’ experience in Human Resource Administration.
  • Experience in the appointment and the conditions of service of educators and support staff at TVET College will be an advantage. 
  • Extensive knowledge and experience of PERSAL System.
  • Must be able to understand and interpret prescripts and policies.
  • Must have effective leadership abilities, interpersonal relations and conflict management skills with regard to people management.
  • Good communication skills with a high proficiency in writing.
  • Advance level of computer literacy (MS Word, Excel, PowerPoint and Outlook).
  • Ability to work under pressure and willingness to work extended hours when required.
  • A valid driver’s license.

DUTIES:

  • Render Human Resource Management and development services in the College.
  • To manage planning and administrative/personnel needs of the staff in the TVET College and to assist in the management of the conditions of service of all staff of the College.
  • Ensure the Human Resources planning for current and future needs.
  • Provide strategic support on HR practices and policies of the College and DHET manage the recruitment and selection process.
  • Manage conditions of service and remuneration of employees, promote and maintain sound employee relations.
  • Develop, manage and monitor the implementation of the Performance Management Development Systems (PMDS) and IQMS in the department.
  • Manage and promote employee health and wellness and occupational health and safety programs
  • A business partner with clients 
  • Manage PERSAL functions allocated to the TVET College, which include leave and terminations.
  • Training skills must be satisfactory level to ensure that the candidate will be able to train, evaluate and mentor subordinates and inform relevant staff (Centre Managers etc.) of prescripts with knowledge and confidence.
  • Writing of submissions, memos, and letters.
  • The candidate will be expected to communicate on a professional and personal level with staff both personally and telephonically.
  • Support the Principal and Deputy Directors for Corporate Services, Finance and Academic.
